Carlos de Paula is originally from São Paulo, holds a degree in Law and a postgraduate degree in Human Resources Management, and has been a broker certified by the National School of Insurance since 1994. He was an insurance and pension instructor and worked at BB Corretora, in the commercial area of Brasilprev SA and BBPrevidência Fundo de Pensão.
In the Federal Public Administration, he served as General Coordinator of Development, Director, and Deputy Secretary at the Secretariat of Supplementary Pensions. He was responsible for the implementation of Associative Pension Plans in Brazil. He was part of the team that coordinated the project to create the National Superintendence of Supplementary Pensions, Previc, where he served as Director of Technical Analysis and Superintendent. He participated in the privatization project of IRB RE, as Director and, later, Vice-President of Human Resources. He was twice a Director at the Superintendence of Private Insurance, Susep, and served as a member of the National Council of Private Insurance and the National Council of Supplementary Pensions. He currently holds the position of President of Prevdata, the pension fund for Dataprev employees.
